Say; a public toilet or a train toilet: I don't believe they have security camera's, but how do they prevent vandalism, public sex or even bomb placement in these toilets?
I mean camera's should be breach of privacy, right?

Security cameras can be placed outside the toilet to see who goes in and out of the restroom. That's really as far as they can go.

Not much you can do about it, but you better make sure you know what you saw before you go and accuse people of anything.
The placement of the camera (if that is what you saw) would probably be legal, just like a security camera. The fact that it points towards your house or backyard doesn't matter. Unless you have a 9 foot privacy fence, and the camera is placed solely to record you over that fence.
