best security light camera image

Something below 0.01 lux that will pick up nighttime activity in my yard without the limitation of IR illumination. A "star light" camera would be ideal but beyond my limit of $250. Anyone tried and approved a good one?

I want to set up a few security cameras in low light areas such as on street lamps during the night, in night clubs or bars, or even just for inside my house at night.
