Can a security company use this technology without informing everyone that it's in use? I'm talking about areas outside like parking lots and stairwells.

All they need is the property owners permission. The law states that a person cannot reasonably expect privacy in a public place (obviously not including bathrooms, dressing rooms etc where the reasonable expectation of privacy IS expected), therefore putting cameras - and recording the public - in a public place is lawful.
Signs put up to inform people that they are being recorded is only done as a courtesy and crime deterrent.

Is there an inexpensive car camera that would be fully functional while I'm away from my vehicle?

People have been chipping my paint. I've also had people mess with my tires. I'd like to install a security camera in my car that will record the entire time that I'm at work or school. Is that even possible? Are there any affordable options?

Sure just use a trail cam like hunters use. it dosent recored till it detects motion.
