yes, but MAJOR security breach and hacking are involved. But only a certain percentage know how to operate such tasks and most of them turn out to be criminals.
But there is a way to look at every camera in a building. All you have to do really is just look for a wire that connects to the monitor and the camera, cut it, add a second wire to connect to your screen either wirelessly or wired.. and there you go... But if your planning to do something illigal, dont do this, you'll find your self going to prison for invasion / hacking (Im guessing a couple of years in prison)

do any hidden servalance camare record onto a chip that is not hook into anything or are there any that record from the camera to a hard drive without a computer or monitor present and how many hours of video can be stored on them

IP cameras are every where and are monitored usually at an external site (sometimes thousands of miles away). This is for security reasons, so someone cannot just steal the hard drive and be gone.
The security systems are able to store terabytes of information in real time or when set off by a motion detector. Of course the times are recorded both in local and at the security center times.
Some IP cameras are wired to a broadband connection and others are wireless (WiFi) and connect to the broadband connection that way. Some use solar power with a battery and others are connected to the mains.
